So let me see if I understand this correctly:

At the start of this story of Spenser's, we have a bad peace after an earlier war, with forced relocation to a new home for furykind. At this time, helping Pookas was treason (reasons not yet stated). Despite this, Spenser and his dad helped one pooka.

From there, after dealing with bullies, there was another war, that lead to recognition of rights for pooka, but an epidemic wiped out "all of the sapient" pookas, except for the one that Spenser had hidden, leaving only feral beasts.

While on a diplomatic mission, Spenser realized that this was a lie, and that there were LOTS of sapient, intelligent pooka left.

And, he feels that he has failed them all, badly.

Does that sum it up pretty well?

with the loss of magic pookah blood was one of the only was to get magic items. at first pookahs shared this with their friends. eventually the pookah had no friends and tried to escape.

they were caught between two armies and after the fighting were exhausted both physically and magically to the point that their enemies were able to claim that they were no longer sentient.

after this war is were this story took place. no recognition of rights for pookahs just a war and none of the pookahs they met were in anything close to stable mental state till they started to believe the horrid lie themselves.

not until after the war did Spenser see a healthy pookah, too late
